In response to the emergence of biothreats and emerging diseases, the Department of Homeland Security (DHS) has the responsibility to track the severity and global spread of disease. The DHS Science & Technology (S&T) Directorate intends to negotiate a contract with MITRE under the authority of FAR 6.302-1, Only One Responsible Source, to perform the system engineering requirements needed to develop an Indicators and Warning Alert System that will monitor, collect and anlyze open source media for evidence of relevant biosurveillance threats. The system engineering tasks will include, but not be limited to: (1) system hardware and software specification; (2) system design and configuration; (3) system build process and schedule; (4) application and system test and integration; and (5) system documentation. This system will build upon an existing research and development project, Global Argus, developed by Georgetown University and MITRE. This contract will consist of a one-year base period, plus two one-year option periods. This synopsis is not a request for competitive quotations and no solictation will be issued as a result of this announcement.
