The Naval Surface Warfare Center Panama City Division (NSWCPCD), Panama City, Florida intends to solicit TriCircle Company, 5850 LaChateau Place, Tucker, GA 30084-1985 on a sole source basis to investigate the role of shape features in the detection of underwater objects. Geometrical representations of objects’ boundaries that allow a projective shape analysis of curves will be derived. The method will be invariant to the viewing angle, imaging distance and boundary parameterizations. In addition to the past challenges of infinite-dimensionality and nonlinearity of shape spaces, projective transformation as a shape-preserving transformation in the analysis will be included. Once this is accomplished, such geometric tools will lead to efficient algorithms for pattern recognition involving shapes of objects. Unique mathematical concepts and associated computer algorithms that have been developed by TriCircle employees are essential to this specific effort. The order shall be firm fixed priced with an expected delivery date of 31 December 2011. The expected award date is 4 May 2011.
