The Federal Railroad Administration (FRA) intends to award this procurement on a sole source basis to Union Pacific Railroad Co. (UP) to identify and address negative and positive coping mechanisms for fatigue and depression, as part of FRA's on-going campaign to alleviate fatigue and depression which impede the safety and well being of its employees. The current task is follow-on work previously performed by UP and expands on UP's research performed on solutions to specific medical aspects of fatigue and depression. UP's approach to sleep disorder mitigation is unique due to their technical approach which (1) addresses the criticality of screening and treating employees for sleep disorders; (2) the need to ensure the involvement of labor officials; and (3) the opportunity for qualifying the magnitude of sleep disorder among a selected craft of employees. The applicable authority for this announced intention is that under 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source. This task is not a competitive Request for Proposal (RFP) and a competitive RFP is not available.
