The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the University of California to perform measurements at the Isle of Shoals in the Gulf of Maine as part of the New England Air Quality Study. The team will deploy an active long path Differential Optical Absorption Spectroscopy (DOAS) and a passive multi-axis DOAS system during the study. The data collected will be analyzed and reported in the peer-reviewed literature. Period of Performance shall be June 1, 2004 through May 31, 2005. It is the Government's belief, after performing market research, that no other US research facility is capable of providing the needed measurements, therefore making the University of California uniquely qualified. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
