NASA/GRC has a requirement for the Contractor to draw 3 pieces of Government supplied 1.5" OD x 0.25" wall GRCop-84 tubing nominally 8 feet long to 0.375" OD x 0.40" tubing using best practices as defined by Design of Experiments testing done under a previous NASA contract.The finished product is to be random lengths at least three feet long and preferably a multiple of six inches in length. NASA/GRC intends to purchase the items from LeFiell Manufacturing Company, 13700 Firestone Blvd., Santa Fe Springs, CA 90670 under the authority of 10 U.S.C. 2304(c)(1) - Only one responsible source and no other supplies or services will satisfy agency requirements. Lack of competition is based on the requirement that the Government requires confirmation on techniques and practices, developed under a prior NASA contract (NNC04QB91P) with LeFiell. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 25, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
