These items are manufactured by The Parvus Corporation, 3222 S Washington St, Salt Lake City, UT, 84115-3426. This action is unsuitable for full and open completion for the following reasons: The end items being purchased were specifically tested as part of the MVCS and are the only items that have been certified through interoperability certification. Currently, no other source meets the certification requirements for interoperability with the MVCS. The slightly modified COTS items being purchased were specifically tested, evaluated, and certified as part of the MVCS. Other slightly modified COTS items would require extensive engineering testing and certification which would result in the required deliverable dates not being achieved. Currently, no other source meets the certification requirements for interoperability with the MVCS. The RFP number is N61331-13-T-3502. The NAICS code is 334290 with a small business size standard of 750 employees. It is anticipated that the resultant contract will be a Firm Fixed Price purchase order under FAR Part 13.5 Test Program for Certain Commercial Items. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination.
