The U.S. Army Research, Development and Engineering (RDEC) Contracting Center, Natick Contracting Division (NDC), Kansas Street, Natick, MA on behalf of the U.S. Naval Health Research Center, Detachment, Environmental Health Effects Laboratory (NHRC DET EHEL) intends to negotiate a firm fixed price purchase order on a sole source basis with the University of Cincinnati, 231 Albert Sabin Way, Cincinnati, OH 45267 to conduct a scientific study to assess the immunological and infectious effects of environmental toxins on burn injuries and severe burns. The study results will help identify the extent of immunomodulation due to toxin exposure in the context of severe trauma and will help determine if interventional therapy can improve survival and decrease morbidity associated with serious infections following burn injury. The scientific experiments being performed require very specific skill sets and knowledge in the areas of burn injury, toxin detection and immune systems in not only the performance of techniquest, but the interpretation of the data. The University has these unique capabilities and the expertise required for this effort as well as the facilities and equipment that are required to accomplish the goals of this effort. Any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days from the date of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirements, yet must be limited to 2 pages. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, NCD will proceed with awarding a purchase order to the University of Cincinnati. Nothing herein should be misconstrued as a request for proposal.
