The U.S. Department of Commerce, National Institute of Standards & Technology (NIST), Magnetic Technology Division of Boulder, Colorado proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with the University of Colorado to perform electromechanical measurements of the effect of strain on the critical current of low-Tc and high-Tc superconductors. The goal is to determine the stress sensitivity of the high-field Nb3Sn superconductors for fusion and high-energy-physics-accelerator magnet programs, as well as obtain data for the new experimental YBCO coated conductors. Another major project will be to develop and commission a rather complex neon liquefier system. Work will also include a study of field-dependent electrical conductivity in carbon nanostructures. The measurements are to be performed at NIST cryostats. The staff at the University of Colorado has a combination of skills and past experience in cryogenic-system design, handling of cryogenic fluids, and operation of both high and low current sources. The staff also has knowledge of conduction properties of both superconductors and carbon nanostructures and their analysis/interpretation are essential. Specific work tasks will include measuring the effect of strain on the critical-current of brittle superconducting materials, designing, commissioning, and testing a neon liquefier system, as well as magneto-resistance measurements of nanostructures. In the case of superconductors, analysis of the data will be performed in terms of the Strain Scaling Law and deviatoric strain models, and in the case of carbon nanostructures, initial results should clarify issues on (directional) superficial conductivity at the walls of nanotubes, and possibly on ballistic conductivity. The contract period is August 2, 2004 through July 31, 2005. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K).
