U.S. Army TACOM-Picatinny intends to award a follow-on contract on a sole source basis to Altarum Institute, Ann Arbor, MI under the authority of FAR 6.302-1, avoidance of duplication of cost and unacceptable delays in fulfilling the agency’s requirements. This is a requirement for services related to the enhancement and expansion of an existing decision support tool (Rapid Ammunition Planning Tool Optimization Routine (RAPTOR)) to develop an Ammunition Procurement Plan (APP) for Army munitions. The period of performance for this basic requirement is nine months. An option will be included for a similar effort to develop an Ammunition Procurement Plan for USMC muntions; period of performance for this option is nine months. Additional options shall be included for contractor support both on and off- site. See Numbered Note: 22.
