The U. S. Nuclear Regulatory Commission (NRC) intends to enter into a sole source contract with Pennsylvania State University (PSU) to investigate the temperature and strain rate dependence of the ductility and fracture behavior of hydrided Zircaloy during plane-strain testing. The period of performance will be two years. PSU is the only known qualified source that currently possesses the combination of experience, fundamental background, and ties to experimental programs that are needed to provide a more basic understanding of the behavior of fuel rods under accident conditions that are of risk significance in reactor licensing. This is not a request for competitive proposals.
