Arcata Associates, Inc has a requirement for FIREWARE UPGRADE Arcata Associates, Inc. intends to purchase the items from WV Communications Inc. 1125A Bussiness Center Circle Newbury Park, CA 891320 We recommend that the Government acquire the goods and services required by the procurement request noted above via other than full and open competition. This procurement supports a mission essential EFTS System; The Enhanced Flight Termination System, This procurement will be awarded as a firm-fixed price contract. WV Communications will be responsible for delivering the EFTS Upgrade firmware in the model EX1001-009 Dual- Mode (IRIG/Hi Alpha) Command Exciter/Encoder to model EX1001-010 Dual-Mode. Upgrade firmware in the model RX1001-006 Dual-Mode (IRIG/Hi Alpha) Command Verification Receiver/Decoder to model RX1001-007 Dual-Mode (IRIG/EFTS) Command VerificationReceiver/Decoder. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m. PST on August 29, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
