This is a combined synopsis/solicitation. The intent of this BAA is to develop a working concept for innovative technologies capable of providing first responders with resilient and durable communications capabilities damaged or destroyed by natural disasters, major incidents, and terrorist acts. The due dates and times established for the receipt of White Papers and Full Proposals are as indicated in Section IV, Paragraph 3 of this BAA.
