NASA/GSFC has a requirement for Flight Support. Infrared Baron will be responsible for flying a Goddard technician and a Goddard airborne lidar system across US Forest Service, Forest Inventory and Analysis (FIA) ground plots, Mexican National Forest Inventory ground plots, and ICESat/GLAS orbits in the western US (August/September 2012) and in Mexico (January/February 2013). Approximately 2000 ground plots and approximately 10,000 km of GLAS lines will be flown in the western US and Mexico. The objective of this research project is to develop and refine techniques whereby space lasers may be used to estimate aboveground forest biomass across large areas, e.g., counties, states, provinces, ecozones, continents. NASA/GSFC intends to purchase the service from Infrared Baron, Inc.,pursuant to Far 13.106 for the acquisition of supplies or services determine to be reasonably available from one source. The flight support requires an aircraft with a viewing point of at least 8"x12" with the long axis parallel to the forward motion of the aircraft and capability to fly a single-engine aircraft at low altitude in remote areas. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their statements to perform the effort in writing to the identified point of contact not later than 2:30 p.m. local time on June 27, 2012. Such statements will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
