THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung and Blood Institute (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive basis to Agencourt Bioscience Corporation, 500 Cummings Center, Suite 2450, Beverly, MA 01915. This purchase is for the performance the services of custom sequencing of patient samples for mutation in three (3) genes. This will involve primer design, validation, custom PCR & sequencing, reading results, and data analysis support. The sole source determination is based upon the fact that changing any variables at this time would result in incorrect interpretation of the sample readings already in progress. It is important for the patients to have consistency in sequencing reports for all genes of diseases that are currently being studied therefore it is important to use the same company for the additional 3 genes being sequenced. An award to any other source would affect the Institutes anticipated outcome and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541710 and the Size Standard is 500 employees. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
