STATEMENT OF WORK
FOR
GEOSTATISTICAL SERVICES
This procurement is for geostatistical and advanced statistical analyses of geospatial data on coral condition and stressor distributions provided by the Environmental Protection Agency (EPA). The contractor shall supply EPA with a cost estimate on a per activity basis for the specified geostatistical and advanced statistical services listed below:

EPA will provide the contractor with GIS layers and feature classes with data and metadata for the Florida Keys reef system, including coral condition (bleaching, disease, abundance, diversity) and stressor distributions (temperature, ultraviolet radiation, water quality). The contractor shall provide EPA with assistance in statistically evaluating associations between changes in coral health and stressor distributions. The contractor shall complete the specified services within 120 days of contract award. Deliverables shall include verbal and written summaries of the results of statistical and geostatistical analyses, and a 3 to 5 page white paper on recommendations for future analyses by EPA.
The contractor is required to submit a copy of their Quality Assurance/Quality Control protocols to the EPA Project Officer prior to commencement of the projects. A written report detailing the methods used and QA measures applied shall also be provided by the contractor. The contractor must permit a QA audit of the laboratory and/or data entry procedures by an authorized agent of EPA at any time during the contract period (given advanced notification).
EVALUATION FACTORS
Evaluation criteria: The following will be evaluated on Technical, price and past performance.
Technical
*advanced degrees in geostatistics and mathematics
*experience in survey design, geostatistics, logistical regression, and other advanced statistics
*experience in training scientists in experimental design and stastistical approaches to analyzing geospatial data
*peer reviewed journal publications in the statistical analysis of geospatial data.
Past Performance
