The US Environmental Protection Agency (EPA), Office of Research and Development, National Computation Center for Toxicology, Research Triangle Park, North Carolina has a requirement for the use of biochemial and cell-based assays to measure biological and potential toxic response following exposure to a compound. The EPA requires a contractor to use of validated, human or rodent cell-based or biochemical assays to evaluate the effects of a library of compounds on key molecular targets in signaling and toxicity pathways. In proposing assays, emphasis should be placed on the accuracy and reproducibility, potential for metabolic capacity, and high-throughput efficiency of the assays. The EPA will provide compounds at a minimum of 20 samples and a maximum of 3000 samples per order. Each order of samples shall be processed and data submitted to EPA within 60 days of receipt of samples. A minimum of 400 samples for at least one contract line item (CLIN), and a maximum of 10,000 samples for each CLIN will be ordered under the anticipated contract. The applicable North American Industry Classification System (NAICS) code is 541380 with a small business size standard of $12 million in average annual receipts over the preceding three fiscal years. EPA has determined that this action will be processed utilizing full and open competition. The award of Indefinite Delivery Indefinite Quantity (IDIQ) Task Order contract is anticipated with a 12-month base period and four option period of 12 months each. Solicitation PR-NC-08-10802, Request for Proposal (RFP), will be available on or around December 8, 2008. Proposals will be due approximately 45 days after the RFP issue date. No further synopsis will be issued. The solicitation and any subsequent amendments will only be available via the EPA RTP Procurement Website at http://www.epa.gov/oam/rtp_cmd. Hard copies or diskettes will not be available. Telephone and fax requests for a copy of the RFP will not be honored. It will be your responsibility to frequently check the same website for any amendments or additional information that may become relevant, such as a pre-proposal conference. See numbered note 26.
