The purpose of Amendment 0001 to the Program Solicitation PS08-02 is to change the contract type contemplated for a FAR-based contract from Fixed-Price to Cost-reimbursement. Offerors will propose a Cost-reimbursement type contract that will result in reasonable contractor risk and provide the contractor with the greatest incentive for efficient and economical performance. The agreement type contemplated for an OTA remains Fixed Price Payable Milestones. Offerors proposing an OT must submit a FAR-based Cost-reimbursement and OT proposal. Offerors submitting only a FAR-based Cost-reimbursement proposal are not required to submit an OT proposal. The Cost submission has been revised to add clarity to the inclusion of subcontractors, and internal work transfers, IRAD investments and other programs leveraged for this demonstration, cost by each Phase, specific visibility at WBS levels across prime, basis of estimate guidance and administrative corrections.
