The National Institute of Allergy and Infectious Diseases (NIAID), National Institutes of Health (NIH), intends to negotiate with the University of Medicine and Dentistry of New Jersey, for a modification of its contract No. N01-AI-95356, which was awarded under full and open competition. This contract provides a comprehensive quality assessment program to NIAID-supported laboratories and collaborating investigators that perform immunological assays on samples from subjects enrolled in multi-site clinical and epidemiological HIV investigations. This program also facilitates the development, standardization and implementation of new immunological assays for use in multi-site HIV therapeutic, vaccine, prevention and epidemiological investigations. These services must urgently be extended to support research on diagnosis, prevention and treatment of infections caused by Class A, B, and C agents of bioterrorism as defined by the CDC -- www.bt.cdc.gov/agent/agentlist.asp. Services must also be expanded to include testing of samples from patients enrolled in treatment and vaccination studies. Authority: 41 USC 253(c)(1), as set forth in FAR 6.302-1.
