NASA/JSC has a requirement for Investigating Radiation Particle Interactions withSilicon Using Computer Analytical Methods.NASA/JSC intends to purchase the items from Foster Consulting Services, LLC. Throughcompetitive small business set-aside procedures, Foster was awarded a purchase order(NNJ05HB44P) for "Investigating Radiation Particle Interactions with Silicon UsingComputer Analytical Methods" and that effort will be completed April 30, 2008. The workcompleted under that purchase order has identified and corrected a number of shortcomings in the existing nuclear physics models being applied. Continuing this effort willallow Foster to apply these new and improved models to the problem of modeling modernmicro-electric components. This will significantly advance the capability ofNASA-JSC-EV's radiation modelling techniques. JSC would incur duplicate costs for thestart up and learning curve if awarded to another contractor.The Government does not intend to acquire a commercial item using FAR Part 12. Based uponmarket research, the Government is not using the policies contained in Part 12,Acquisition of Commercial Items, in its solicitation for the described supplies orservices. However, interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with a commercial itemwithin 15 days of this notice.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact, and copy [email protected] later than 4:30 p.m. local time on April 23, 2008. Such capabilities/qualificationswill be evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
