The Naval Air Systems Command, Patuxent River, intends to award a sole-source, cost-plus-fixed-fee contract modification under Contract N00019-01-C-0095 with Northrup Grumman Information Technology (NGIT), San Pedro, California for Engineering Technical Services. Specifically, NGIT will be required to develop, extend, and integrate Joint Mission Planning Software (JMPS) Framework Version 1.2.3 Software to meet the DoD mandate for Internet Protocol Version 6 (Ipv6). In addition, NGIT will be required to meet revised helicopter support software weight and power calculator requirements. This contract modification will be issued on a sole source basis to NGIT, the sole developer of the JMPS. As the JMPS developer, NGIT is the only firm that possesses the requisite knowledge of the JMPS design, operation, and maintenance to meet the Navy’s requirement. Note 22 applies.
