The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with the Cape Cod Cooperative Extension (CCCE), to establish, maintain, and activate/deactivate 4-Poster deer stations and conduct seasonal sampling for black-legged deer tick adults and nymphs on Cape Cod and the Islands. The Cape Cod Cooperative Extension (CCCE) has the equipment and infrastructure to do the extensive field collection work over 9 sites across multiple counties on the Cape, Martha's Vineyard, and Nantucket. CCCE also has permission and permits from private landowners to conduct these field collections. The EPA would be leveraging 3 years of data already collected by CCCE using the same study design. These longitudinal time-series data are rare among these studies. The ability to continue deployment at the exact locations where the previous deployments occurred is a critical requirement for this work and is a critical aspect of quality control. Cape Cod C ooperative Extension is the only responsible source to do this work because the sampling protocol, property owner permissions for the study locations, and required wildlife permits from the State of Massachusetts were uniquely developed by or issued to Cape Cod Cooperative Extension. Therefore, EPA believes this is the only vendor capable of providing the data needed by this project. The circumstance permitting is FAR 6.302-1 ?Only one responsible source and no other supplies or services will satisfy agency requirements?. The anticipated period of performance is a 24 month base period. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solic itation (RFQ) is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
