This solicitation provides for the management of chemical and biological databases which serve as tools for the rational selection and discovery of potential therapies for AIDS and opportunistic infections (OIs). The Contractor shall update the databases with pertinent published literature and NIAID confidential data and information on the chemical, virological, immunological and microbiological aspects of therapeutic agents for HIV, OIs, and TB, and on microbicides. The scope of information resource management activities to be performed by the Contractor include literature surveillance on experimental therapeutic agents for HIV and OIs, abstraction of pertinent data and updating of the chemical and biologic databases, maintenance and updating of the literature citations and publicly available Web databases, maintenance of the computer systems and provisions for quality control. The Contractor shall exercise considerable professional judgment in surveying a broad base of literature sources and in selecting citations that contain information pertinent to HIV and OI preclinical therapeutic and drug discovery efforts. The incumbent contractor is Cygnus Corporation of Rockville, Maryland under Contract No. N01-AI-05422. The Government estimates an overall staffing requirement of approximately six (6) full time equivalents (FTEs) per year for a period of seven (7) years for this effort. This requirement is 100% set aside for small businesses. It is anticipated that one seven year cost-reimbursement, completion type contract will be awarded, beginning approximately August 20, 2007. Any responsible offeror may submit a proposal which will be considered by the Government. RFP-NIH-NIAID-DAIDS-07-27 will be available electronically on or about September 20, 2006 with a closing date tentatively set for December 21, 2006.
