The Uniformed Services University of the Health Sciences (USUHS), intends to award on a sole source basis a contract to the Henry M. Jackson Foundation for the Advancement of Military Medicine (HMJF) to provide all necessary personnel, supplies, equipment and services to support the developmental data extraction, analysis and review activities to include: data access, data mining, mapping and integration activities, and healthcare research activities. The services will include the collection and organization of healthcare data from multiple federal healthcare databases and from the medical literature and may be obtained from a variety of sources. The purpose of this contract is to bring together federal health care data that will enable follow up of patients across time, space and healthcare programs. Contractor shall report the progress of the effort on a monthly basis in writing to the government representative. Final report on the entire survey effort shall be due within 30 days of the end date of the contract, July 2003. This contract is for non-commercial support services. This contract is being awarded in accordance with statutory authority: permitting other than full and open competition at 10 U.S.C. 2304 (c)(5), "Authorized or Required by Statue." The proposed procurement is in compliance with Public Law 92-426, entitled "Uniformed Service health Professions Revitalization Act of 1972" and 10 U.S.C. 178 and 21139(j)(1)(A) which authorized USUHS to award contracts on a sole source basis to the Henry M. Jackson Foundation. See Note 22.
