Predictive Battlespace Awareness. DARPA's Information Exploitation Office (IXO) seeks to validate a notional approach to Level 2/3 information fusion by 1) defining target applications, progress metrics, and notional architecture; 2) answering key technical questions; 3) sizing the effort; and 4) assessing the risk reward. This validation will take the form of a feasibility assessment and a scoping study. The feasibility assessment will be accomplished by implementing a "blackboard" framework and a dynamic Bayes Net inference engine, and demonstrating that Level 2/3 products can be produced under constrained conditions. The scoping study will estimate system parameters, identify technical alternatives, and provide cost/benefit analyses of a full scale system. DARPA intends to enter into contract with Information Extraction & Transport, Inc., sole-source, for the purpose of accomplishing this validation. The contract's value will be less than one million dollars; its period of performance will be eight months. IET is the only source know to the Government with the resident capability and personnel that can be reasonably expected to accomplish this validation with the Government's cost and schedule constraints. This announcement is neither a request for proposals, nor a competitive solicitation of any kind; see Note No. 22.
