This procurement is to obtain a service contract to provide expertise in the development, evaluation, fabrication, and testing of polymer-based structures for stimulation devices: 1.) evaluate standard polymer materials; 2.) evaluate nano-enables polymeric materials; 3.) design/develop fabrication process for flexible substrate for use in surface stimulator and evaluate for mechanical and electrical integrity; for the Research Department at the Louis Stokes Cleveland VA Medical Center, 10701 East Blvd, Cleveland, OH 44106. The period of performance is 09/01/06 thru 0e/31/07. University of Chicago is the only responsible source that can satisfy the governments need. The proposed contract is firm fixed price. The intent is not a request for competitive proposals. However, all quotes received within 3 days after the publication on this special notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is SOLEY within the discretion of the Government. Information received will normally be considered SOLEY for the purpose of determining whether to conduct a competitive procurement.
