NA See Note 22. The Defense Threat Reduction Agency intends to issue two ID/IQ contracts in support of the Radiation Hardened Microelectronics (RHM) program. The DTRA RHM program is tasked with the objective of developing and prototyping technology to suppo rt the fabrication of domestic radiation hardened microelectronics and phototonic devices and materials for DoD system applications. The technologies to be developed and prototyped are for strategic hardened digital ultra-large scale integrated microelect ronics. The statement of work will include options for radiation hardened process qualification and for a complete macrocell library development. DTRA intends to issue 5 year ID/IQ contracts, each with a 5 year option on a non-competitive basis to BAE Sy stems, Information Electronic Systems Integration Warfare and Honeywell International, Solid State Electronics Center. The statutory authority for other than full and open competition is 10 USC 2304(c)(1) implemented by Federal Acquisition Regulation 6.30 2-1 only one responsible source and no other supplies or services will satisfy agency needs
