This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Description: The purpose of this announcement is to request proposals for a three-month study effort examining system trades and performance predictions for the design of a lightweight multi-function airborne counter CC&D radar. Proposals should be submitt ed against the BAA Solicitation No., W15P7T-04-R-P008, ISR Subtopic 2  Radar Applications, for a 3QFY06 award not to exceed a total of one man-year. Up to three awards are anticipated. Award is not guaranteed and the Government does not intend to pay for information received. The specific topic of this effort is to establish requirements for the development of a fly-able prototype Ground Moving Target Indicator (GMTI) and Synthetic Aperture Radar (SAR) for all-terrain (foliated and open) detection, tracking and imaging of mount ed and dismounted threats in a package form-fit-function compatible with the FCS Class IV UAV system (FIRESCOUT). The following radar system objectives shall serve as the basis of the study. 1) The radar should be capable of penetrating moderate foliage. (Frequency selection to achieve this is critical and should be examined.) 2) The radar should be capable of operating in both SAR and GMTI modes. 3) The GMTI mode should be sufficient to detect mounted (2m²) and dismounted threats (.5m²) to a range of at least 15km in moderate foliage and un-obscured conditions 4) The SAR mode should be sufficient to detect, through automated algorithms, vehicles (2m²) in foliage, arms caches (.5m²) buried up to .5m depth, small metallic objects (.2m²) buried to 4inch depth and all targets under non-occluded conditions to a range of 15km. 5) The total radar payload (antenna, onboard processor, etc.) should weigh less than 150lbs and consume less than 1.5kW. The study should consider the overall system architecture (SW/HW approach) and include the estimated frequency/polarization(s), operating envelope (range, depression angle and squint limits), cost (development and production), size-weight-power (with compo nent-level estimates), geo-location accuracy, coverage rates, and resolution. Link-budgets shall be included for all predictions. Consideration must also be given to spectrum allocation issues for CONUS and OCONUS operations. Responses to this RFP should be no more than 20 single sided pages of size 10 or 12 font. The responses should describe relevant experience, proposed study approach and personnel qualification to do the study. Vendors without prior experience designing and developing radar systems at low frequencies (less than 2.0 GHz) will not be considered. Responses are to be received by 10:00 EST, 25 APR 2006.
