This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Ms. Ashley Nguyen at [email protected]. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Requirement: The Veterinary Medical Unit (VMU) at VA Portland Health Care System (VAPHCS) Research and Development Service is a flagship core service serving over 100 Principal Investigators operating 150 approved Institutional Animal Care and Use (IACUC) research protocols. The VMU operates and provides animal models (Rodent Species, Mus musculus, Rattus norvegicus, and M.ochragaster) in full compliance with regulatory and auditing agencies. In order to operate within the guidelines (The Guide for the Care and Use of Laboratory Animals, Eighth Edition, National Research Council of the National Academies) set forth by these agencies, the VMU is mandated to have an IACUC-approved Rodent Health Surveillance Monitoring Program which oversees the health and well-being of all the research animals within the colony. The PVAPHCS Portland, Oregon currently has the need for an outside, certified animal diagnostic laboratory with PHS Approval and AAALAC, International Full Accreditation contractor(s) to provide testing of sentinel animals on a quarterly basis and if a disease outbreak occurs. Virus, bacteria, and parasite testing includes but is not limited to the following: Mouse Parvo Virus, Mouse Noro Virus, Lymphocytic Choriomeningitis Virus, Mouse Hepatitis Virus, Sendai Virus, Epizootic Diarrhea of Infant Mouse (EDIM) Virus, Tyzzer's Disease, Helicobacter, Car bacillus, Mycolpasmosis, Corynebacterium, Dermatomycosis, Myobia musculi, Mycoptes musculinis, Radfordia affinis,Radfordia ensifera, Syphacia obvelata, Syphacia muris, and Oxyuriasis. Potential contractors shall provide, at a minimum, the following information to [email protected]: 1) Name, address, point of contact name, phone number, and e-mail address. 2) Interest in bidding on the solicitation when it is issued. 3) DUNS number, type of small business and Business Size. 4) Brief capability statement with enough information to determine if the company can meet the requirement. The Capabilities Statement for this sources sought should be short statement regarding the company's ability to provide the service above. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Small Businesses are encouraged to respond. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.
