The United States Army Research, Development and Engineering Command, Contracting Center (RDECOM-CC) intends to award a purchase order in the amount of $80,000.00 on the basis of other than full and open competition to Techline Technologies, Inc. located in Willow Grove, PA for the creation and assembly of (5) severe trauma simulation prototype kits. Each kit will be composed of simulated wounds developed under contract N61339-07-C-0038. The required nine (9) wounds are as follows: Full Leg Amputation (Right), Closed Arm Fracture (Right), Partial Leg Amputation (Right), Partial Arm Amputation (Right), Abdominal Evisceration (Tuckable Bowel), Multiple GSW to Abdomen, Blast Face, Shrapnel Arm (Right), Burned Arm (Right). The anticipated period of performance will be five months.
The RDECOM-STTC determined full and open competition is not possible for the following reasons:
" As prototypes, only Techline Technologies, Inc. has the moulds required to produce the simulation wounds. Any other vendors would be required to develop new tooling in order to recreate the specific simulated wounds. Based on historical contract data, it is estimated that a new vendor starting from the beginning would require at least six months development time to recreate the required nine wounds. This delay would fail to meet the mission requirements to utilize the prototype kits to complete validation testing under contract W91CRB-10-C-0008 by the end of Fiscal Year 2010.
" A new vendor would also expend an additional $25,000.00 to make the specialized moulds required to produce the five (5) prototype kits.
