THIS IS NOT A NOTICE OF SOLICITATION. IT IS A REQUEST FOR INFORMATION (RFI). Do NOT contact the Contracting Officer concerning this RFI. Prospective offerors are invited to submit comments or questions to Monty Andro, (216) 433-3492, no later than December 13, 2003. In responding, use reference RFI-03-5650-Andro and send literature to the address shown further down in this notice. NASA does not intend to award a contract on the basis of this information, but may release an RFP at a later date based on the need for this type of technology and its feasibility based upon the responses to this request for information (RFI). This request is for information planning purposes and to allow industry the opportunity to provide information on related technologies. I.Description:The National Aeronautics and Space Administration (NASA) Glenn Research Center’s Advanced CNS Architectures and System Technologies (ACAST) project is interested in assessing the state-of-art and state-of-practice in software re-configurable avionics for civil aviation applications including communications, navigation, and surveillance (CNS). Companies are invited to submit relevant information, background materials and experience regarding the state of re-configurable and/or software re-configurable avionics research, design, development, manufacturing, testing, integration and certification. Specific topics of interest include: 1) existing and planned products; 2) relevant experience in the design, development, manufacturing, testing, integration, and/or certification of multi-mode and/or multi-function avionics for civil aviation; 3) certification methodologies and challenges related to re-configurable avionics software and hardware; 4) existing, emerging or proposed open architectures and standards for re-configurable avionics software and hardware; 5) unique company facilities and/or capabilities enabling or providing for the development, manufacturing, testing, and/or certification of re-configurable avionics; and 6) current and future requirements and features for low cost, multi-mode multi-function re-configurable avionics. The intent of this RFI is not to purchase avionics or commit funds for research. Rather, it is for the sole purpose of establishing contacts and gathering information to help guide future planning for potential development of low cost, software re-configurable avionics technologies. II. Response Requirements: The following information is requested in accordance with this RFI: 1. A description of related technologies and experience within your organization or company that would support the NASA technology needs as described above. For each technology identified, provide a brief description of the technology; the class of aircraft the technology addresses; and how it would support the NASA interests. 2. If it can be identified, describe system or component technology gaps to enable the development of low cost, software re-configurable avionics technologies. 3. Provide the name of a business and technical point of contact for your organization or company along with their phone number, e-mail address and mailing address. THIS RFI IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES AND DOES NOT CONSTITUTE A SOLICITATION. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to this RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. NASA expects that responses to this RFI will initiate discussions about the mutual benefit of partnering and, if NASA and the responder agree that a partnership is in the best interest of both parties, the partnership will be documented in an appropriate agreement. THIS SYNOPSIS IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT, NOR WILL THE GOVERNMENT PAY FOR THE INFORMATION SOLICITED. Respondents will not be notified of the results of the review.
