This is not a notice for a solicitation. This is not a Request for Proposal or Request for Whitepapers. The Army Contracting Command - New Jersey (ACC-NJ), in support of the Armaments Research, Development, and Engineering Center's (ARDEC) Homeland Defense (HLD) Center at Picatinny Arsenal, NJ, is issuing this Special Notice to synopsize a sole source Agreement award. ACC-NJ proposes to enter into a section 845 Prototype Other Transaction (OT) for the advancement of Homeland Defense and Homeland Security technologies with the System of Systems in Security Consortium (SOSSEC) through their Consortium Administration Organization (CAO), SOSSEC, Inc. The period of performance of this OT will be five (5) years with the ceiling of this Agreement to be $500M. The proposed OT will serve as a follow-on to the most recently awarded Homeland Security and Homeland Defense OTA, W15QKN-12-9-1006.

The Government in conjunction with the System of Systems in Security Consortium shall perform a coordinated research and development program designed to develop prototype HLD, Department of Defense, Force Protection and related technologies related to the following technology objective areas: Critical Infrastructure, Key Resources, and Force Protection Technologies: Command and Control Technology Development; Protecting, Analyzing and Sharing Information; Platform and Integration Testing; Sensor Development and Platform Integration; Prototypes to enhance the Warfighter's Equipment and Support to Mission Sustainment and Operations.

Any future requirements will be issued to the SOSSEC's CAO, SOSSEC, Inc., who will then issue the request to the members of the Consortium. For information on SOSSEC and/or how to become a member, visit the following website: http://www.sossecconsortium.com/
