NASAâs Goddard Space Flight Center intends to issue a Request for Offers (RFO) for a space flight qualified Main Engine, in support of the Solar Dynamics Observatory (SDO) Project. The scope of work for this procurement shall include the design, development, fabrication, and delivery of one (1) SDO main engine. The engine shall be comply with the Governmentâs specification when supplied with saturated Monomethyl Mydrazine (MMH) fuel and saturated Nitrogen Tetroxide (MON-3, Low Iron), and pressurized with gaseous helium. The useful life of the engine shall be five (5) years of empty storage, handling, and test under the applicable environmental conditions provided in the Governmentâs specification, six months of storage with the spacecraft fueled but with the engine valves not wetted, and one month of orbit transfer operations with the engine valves wetted. In addition to the SDO requirement, the RFO will include, one priced option for one, additional space flight qualified main engine in support of the Lunar Reconnaissance Orbiter (LRO) mission. The schedule for delivery of all space flight qualified main engines is between April and December 2006. All work shall be accomplished in accordance with Specification 464-PROP-SPEC-0018, entitled âPropulsion Subsystem Main Engine Specificationâ and Statement of Work (SOW) 464-PROP-LEGL-0020 entitled âSolar Dynamics Observatory (SDO) Project Propulsion Subsystem Main Engine.â The Specification and SOW will be provided with the issuance of the RFO. This procurement will be a full and open competition under NASA FAR Supplement (NFS) Part 1871, âMidrange Procurement Procedures.â The aggregate amount of which is not more than $10,000,000, and the NFS can be accessed at: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm . NASA GSFC anticipates awarding a Firm Fixed-Price type contract for the Main Engine with an anticipated award date on or about October 11, 2004. The Government does not intend to acquire commercial items using FAR Part 12.
