The Naval Facilities Engineering Service Center (NFESC), Port Hueneme CA, is seeking interest and capability statements from SBA Certified business concerns, under Section 8(a) of the Small Business Act (15 USC 637 (a)), that can provide engineering design and fabrication services in the Port Hueneme area and in the field. The purpose is for interested qualified firms to provide timely design and fabrication support services to the DoD Lock Program for physical security equipment research, development, test and evaluation (RDT&E) projects and Field Support projects. Interested qualified firms will be providing all labor and materials necessary for the design, fabrication, procurement, installation, and testing of: Magazine door panel cross sections to be used as test specimens; Door panel and other test fixtures as required; Light-weight Armory Door Mount ILD and mounting system; Double Sliding Door Universal Mount ILD; Swinging Door Universal Mount ILD; ILD Keys and guides; The incorporation of biometrics into the ILD; Combination and mechanical locks; Safes, vaults, SCIFs, security containers, and security seals; Tools, materials, and equipment for forced entry attack tests; The installation of physical security systems upgrades at various facilities
Interested qualified firms should respond with brief documentation showing the companyâs ability to fulfill the requirements described on paragraph stated above.
In addition, interested qualified firms should submit a point paper addressing the following questions:
1. Where are your firmâs offices located? In response to this question identify your firmâs main or headquarters office location, and all other office locations intended to support the activities described in the draft Statement of Work.
2. What types of services are provided at each location?
3. What are the number and job classifications of your firmâs employees at each office location as of May 2006?
4. What is your firmâs primary NAICS code? Provide all NAICS codes that apply to you
5. What experience does your firm have in the design, fabrication, and forced, covert, and surreptitious entry testing of magazine and personnel door systems, the ILD and other locking systems, safes, vaults, sensitive compartmented information facilities (SCIFs), and security seals? In response to this question, provide a description of the types and numbers of equipment for each citation of experience.
6. What experience does your firm have in the use of explosives for forced entry tests?
7. What experience does your firm have in universal design packages (UDPs), unified facility criterion (UFCs), and the Advanced Security Technology Project database?
