This is a Pre-Solicitation Synopsis; however, the purpose of this synopsis is not to request competitive proposals. Under the authority of Title III of the Defense Production Act (DPA) (50 U.S.C. App. Section 2061 et seq.), the Title III Program Office, Air Force Research Laboratory, Manufacturing Technology Division (AFRL/MLM) is contemplating a procurement to establish a long term (10+ years) domestic source of affordable and high quality 200mm SOI substrates that will meet defense critical integrated circuits (IC) (radiation hardened and classified) manufacturer needs. The government intends to release a solicitation for these requirements on a Sole Source basis per FAR 6.302-1(a)(1), “Only One Responsible Source.” The government also contemplates the award of a cost share contract for this requirement to MEMC Electronic Materials, Inc. The period of performance for the procurement is anticipated to be 48 months. A description of the requirement is contained in the attachment.
