TO PROCURE toxicity tests to be conducted in order to develop aninitial hazard assessment and be able to transfer the program to industry. Each test should be conducted according to the Harmonized Test Guidelines developed by the Office of Prevention, Pesticides and Toxic Substances (OPPTS): Acute Skin, Acute Oral and Dermal Sensitization Tests for AFRL/RHPB. NAICS Code 541380, Size Standard $11.0M. This is a Sole Source procurement, synopsis published for informational purposes only. Solicitation documents are not available. This proposed contract action is for procurement of an item for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The proposed source is Charles River Laboratories, Preclinical Services, 640 North Elizabeth Street, Spencerville, OH 45887. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. "An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. Ms. Karen Emery, ASC/AE, has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. The Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or source selection process and does not diminish the authority of the contracting officer.
