This amendment to PRDA solicitation 03-59, Transformational Communication MILSATCOM Network Technical Requirements Definition Study, extends the proposal due date from 18 July 2003 to 4 August 2003, and revises Special Contract Requirement (SCR) SMC-H006, Organizational Conflicts of Interest (July 2003). Changes made to the uploaded model contract are shown in bold font. The central paragraph of the OCI clause is revised as follows: â(i) The Government places the highest priority on protecting the integrity of the TCM Space and Network Segment acquisitions by precluding either segment from biasing the independent development of otherâs design or by creating an unfair competitive advantage. Contractors interested in competing for both the Space and Network Segment acquisitions shall submit OCI plans that prevent the existence of conflicting roles that might bias the contractorâs judgment and provide unfair competitive advantages. Contractors will address the scope and magnitude of work under consideration and the impacts of having the same division of a company work on both segments. The TCM Network PRDA prime contractor shall submit an OCI risk mitigation plan addressing all prime or subcontractor activity that presents a potential or actual OCI as defined in FAR Subpart 9.505. This restriction will permit subcontractors with essential expertise to assist in optimizing the TCM Network architecture in multiple segments while mitigating the potential for bias.â
The MILSATCOM Joint Program Office (MJPO), HQ Space & Missile Systems Center, requests proposals to support the development and validation of technical requirements for the Transformational Communication MILSATCOM (TCM) Network. The MJPO anticipates awarding up to two Cost-Plus-Fixed-Fee (CPFF) contracts to individual firms or teams responding to this solicitation, in accordance with FAR SubPart 35.016, Broad Agency Announcement (BAA), as modified for the Air Forceâs Program Research & Development Announcement (PRDA) process. Proposals shall be submitted by 4 August 2003 at 1600 hours, Pacific Time, addressed to: SMC/MCK, Attn: Charles Briggs, 2420 Vela Way, Suite 1467-A8, El Segundo, CA 90245-4659. This is a full and open competition. Small business offerors note that small business size standard NAICS 541710 (1,000 employees) applies. Offerors must be registered in the Department of Defense Central Contractor Registration database (http://www.ccr.gov/) to be eligible for contract award. Proposals must comply fully with this announcement. Proposals received after the specified cutoff date/time will not be evaluated or considered for award. The MJPO reserves the right to amend this PRDA solicitation and offerors should be alert for any amendments that may be published.
