NA The Government intends to solicit and negotiate with Rockwell Scientific company, Thousand Oaks, CA under the authority of FAR 6.302. This effort is in support of a joint program by the Naval Research Laboratory, and QinetiQ to perform collaborative resea rch toward the development of negative luminescence devices for uncooled IR sensor radiation shielding applications and to demonstrate near infrared and far infrared sensing on the same focal plane array. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Gove rnment. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
