The Bureau of Public Debt intends to award on a sole-source basis, a simplified acquisition to the Army & Air Force Exchange Service (AAFES), 3911 South Walton Walker Boulevard, Dallas Texas 660792. The AAFES is located on the grounds of the Home and is the proprietary source of the coupons. The coupons are issued to the residents of the AFRH and they can redeem them at the AAFES store on the grounds of the Home. This service allows residents the freedom to purchase various items, such as haircuts, snack items, personal hygiene products, etc. with coupons rather than cash. It also allows the residents the convenience to purchase “necessities” without leaving the AFRH property.NO SOLICITATION DOCUMENT IS AVAILABLE. The Bureau of the Public Debt will consider all affirmative responses received no later than July 15, 2008 at 2:00 P.M. EST. A request for more information will not be considered an affirmative response. If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that is more advantageous to the Government, we will make a sole source award to the Army & Air Force Exchange Service.
