The Naval Air Systems Command intends to award a Cost Plus fixed Fee (CPFF) delivery order under NAVAIR BOA N00019-06-G-0014 to Alliant Techsystems Inc., Clearwater, FL for technical services to be provided in support of the AAR-47 Program. The services to be performed include but are not limited to: support of AAR-47 system activities and live-fire, small arms, and non-threat test and data collection events; fleet data collection support; AAR-47 system configurable item and ancillary equipment support; support of AAR-47 distributed test assets; onsite support for integration of the AAR-47 onto new and existing platforms; telephone support for technical issues related to the integration of the AAR-47 onto new and existing platforms; and software engineering support. This action is being awarded on a sole source basis to Alliant Techsystems Inc., Clearwater, FL. As the sole designer, developer, and manufacturer of the AAR-47 MWS, Alliant Techsystems Inc. is the only qualified source which possesses the requisite knowledge required to perform this requirement in a timely and cost effective manner. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” This notice of intent is neither a request for proposals nor a solicitation of offers.
