This is a non-competitive combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, a supplemented with additional information included in this notice. Solicitation No. DTRT57-11-Q-80056 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13 and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-48, effective January 31, 2011. The NAICS Code is 423430 and the Small Business size standard is 100 Employees. This sole source announcement constitutes the only solicitation. A written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Purchase Order on a non-competitive basis to Dassault Systems Simulia Corp., Warwick, RI. The Volpe National Transportation Systems Center (Volpe Center) has a requirement to purchase license renewals for the ABAQUS finite element analysis program suite for use at the Volpe Center. This license renewal is for a finite element analysis software system, which is capable of linear, nonlinear, static and dynamic analysis. The product must include a graphical post-processing feature, which is compatible with Silicon Graphics workstation display capabilities.

The contract line items (CLINs) are as follows - CLIN 0001, Abaqus CAE Analysis 5 Analysis Tokens), Quantity: 1, Term: 1 Year, $________________ ; CLIN 0002, Abaqus/Standard, Abaqus, Explicit, Abaqus/CFD, Abaqus/Aqua, Abaqus/Design, Abaqus/Foundation, Abaqus/AMS, parallel execution, Co-simulation Engine, Coupled Eulerian Lagrangian Analysis - Tokens 6+, Quantity: 32, Term: 1 Year, $_______________ ; CLIN 0003, Abaqus/CAE, Quantity: 1, Term: 1 Year, $______________; CLIN 0004, Abaqus/Viewer, Quantity: 2, Term: 1 Year, $________________. Please provide a total price for all items (CLINS 0001 - 0004) $_______________. The period of performance is April 1, 2011 to March 31, 2012. No telephone requests will be honored. When award is made a firm fixed-price purchase order is anticipated. The Government will not pay for any information received. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
