The Defense Threat Reduction Agency (DTRA) intends to award on a sole source basis a Firm Fixed Price contract to Idaho Technology Inc. (ITI) for an Advanced Diagnostic Device for Pathogen Detection. Specifically, this instrument integrates sample preparation, PCR amplification, detection and analysis into one easy to use system capable of detecting greater than 100 targets in one sample in less than one hour. An evaluation of the deviceâs biothreat detection capabilities employing both live and inactivated agents under BSL-3 conditions shall be conducted.
The statutory authority for this action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1: Only One Responsible Source, and the 2008 Supplemental Appropriations bill (Public Law 110-252) to the Defense Health Program account.
ITI is currently under contract with the Government for associated requirements, is the patent holder of the instrument to be tested, and is the only known source capable of performing this work beginning September 2009.
This notice of intent is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Oral communications are not acceptable in response to this notice. A written response must include evidence of the respondentâs ability to support the proposed requirement. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the DTRA point of contact, Mr. Sampson Jones, (
[email protected]) not later than 1430 (2:30 p.m. Eastern Time) July 15, 2009, expressing interest and outlining their capabilities and qualifications to perform the effort. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
