STATEMENT OF WORK

Electronic Journal Subscription

Background

The NIST Information Services Office (ISO, aka the Library), through teams focusing on Resource, Access & Data, Outreach & Marketing Group, and Museum & Archives provides professional scientific and technical information assistance to a community of 3,000 researchers throughout their research and publishing cycles.  The Library provides accurate, high quality, and timely research consulting and information products and ensures that users can discover and obtain the digital and print resources needed to support NIST's mission.  A large part of the information resources made available to the NIST researchers are e-resources in the form of e-journals, digitized versions of NIST technical publications, databases, and e-books made accessible through the NVL. The history of NIST’s accomplishments and contributions to measurement science is captured and made available to researchers around the world through the NVM and NDA. 

The Library requires a Contractor to provide subscriptions to ScienceDirect e-Journal Complete Collection, Knovel, Patents and Inspec on Engineering Village, Cell Press, Societies titles.


Specific Requirements:

The Contractor shall:

  1. Provide unlimited, electronic access for NIST Gaithersburg and NIST Boulder to the following content: 
  1. ScienceDirect Complete Collection e-Journals database consisting of full-text access to all articles in the attached subscribed 209 ejournals published since January 1995, targeted to the areas of physical sciences, engineering, life sciences, health sciences, social sciences and humanities in accordance with the attached Title List.
  2. Freedom Collection - access to all non-subscribed journal content
  3. Cell Press Collection: Electronic, full-text access to articles from the Cell Press journal titles, which includes Biophysical Journal, Cell, Structure, and The American Journal of Human Genetics
  4.  Knovel – an engineering information solution that delivers answers to technical questions by providing best practice insights, validated equations, and materials and substances data from over 120+ providers through a unified platform with powerful search and analytical tools. Includes the Knovel book collection:  Chemistry and Chemical Engineering, Electronics and Semiconductors, Mechanics and Mechanical Engineering, Metals and Metallurgy, Non-Destructive Testing and Evaluation
  5. Ei Patents on Engineering Village – featuring US and European Union patent applications and grants from both the US Patent and Trademark Office (USPTO) and European Union Patent Office (EPO). 
  6. Inspec – a major indexing database of scientific and technical literature in the fields of physics, computing, control, and engineering.
  7. All Access Ebook collection - access to over 37,000 eBook monographs, eTextbooks, Major Reference Works, and Book Series. The list of eBooks will grow each week as new content is added to ScienceDirect.
  1. Enable NIST Researchers to search, browse, view, print, and make electronic copies of and store the subscribed content.
  2. Enable NIST to incorporate links to the subscribed content on the Library’s intranet website.
  3. Provide a search interface which enables quick and easy access to full text published e-Journals.
  4. Externally host database with IP authentication;
  5. Provide 24/7 electronic access to Science Direct e-journals from NIST Researchers' desktops or anywhere within the NIST domain;
  6. Make usage data reports on the NIST’s usage activity accessible online on a monthly basis to NIST librarians/administrators.

Delivery

All content shall be accessed via the web. Internet connectivity shall make the content available to NIST personnel via IP authentication. The NIST IP addresses will be provided upon award.
