This notice announces the intent by the Department of Commerce/National Marine Fisheries Service/Northeast Fisheries Science Center, Woods Hole, Massachusetts, intends to issue a sole source purchase order to Becton, Dickinson and Company, One Becton Drive, Franklin Lakes, NJ 07417, for a BD Accuri C6 Plus flow cytometer with PC, that is required to carry out a variety of research projects involving phytoplankton, bacteria, shellfish hemocytes.

The award will be made using other than full and open competition procedures , only one responsible source and no other supplies or services will satisfy agency requirements, and Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(2

This notice of intent is not a request for quotes. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than July 22, 2016 at 12:00PM(EST). The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services.

A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. No solicitation package is available.
