AFRL requires Acousto-Optic Modulators (AOMs) and associated Drivers. The products and services are not otherwise available to the Government and do not resemble the substance of any pending competitive acquisition. These modulators are not directly available through a pre-existing Government-wide contract. To the best of the Government's knowledge, the ASM-2002B8 is the only device with highest diffraction efficiency on the market, for the required targeted wavelength range. Likewise, to the best the Government's knowledge, the device is the only one working at the target center frequency, with the required tuning range. This model has performed successfully in frontier experiments at different institutions for a number of years.
Market research was performed, and no suitable alternative was identified. Comparable devices to that of IntraAction modulators exist, however these modulators do not meet the required specifications required to satisfy this requirement.
The Government intends to negotiate a sole source contract with IntraAction Corporation, 3719 Warren Avenue, Bellwood, IL 60104, the developer of the required acousto-optic modulators and associated drivers.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to [email protected].
Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 29 April 2016.
A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
