The Broadcasting Board of Governors/International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON) located at 330 Independence Ave, SW Washington, D.C. 20237, intends to award a sole source contract to Eastern Educational Television Network Inc. doing business as APT Worldwide.
The Contractor shall grant the Agency a non-exclusive, non-transferrable license for the following acquired content:
"Start Up" -39 episodes of seasons 1, 2 and 3. Each episode being approximately: 30 minutes in length at $600.00 per episodes or $23,400.00 USD
Art Wolfe's "Travels to the Edge - 26 episodes each being approximately: 30 minutes in length at $500.00 per episode or $13,000.00 USD
"Curious Traveler" - 18 episodes each being approximately: 30 minutes in length at $500.00 per episode or $9,000.00 USD.
Licensee shall have the right to deliver the Programs and the music contacted therein via television, cable and satellite broadcast systems, Internet streaming and FTP. Licensee shall be granted a two (2) year, fully paid sub licensable license for distribution of Programs and excerpts by means of Internet technology and for archiving. Distribution shall be limited or "geo-fenced".
The Government intends to issue a fully funded purchase order for $45,400.00 for the two year license period. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. § 3304(f) which is implemented at FAR 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source ... and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above. Also, interested firms must state how they would fulfill the requirement above and include appropriate documentation describing the number of years they have been providing such services. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Alisa Martine, Contract Specialist, by Thursday, September 14, 2017 12:00pm eastern daylight saving time via email at [email protected]. ALL ATTACHMENTS MUST BE SENT IN "PDF FORMAT" AND INCLUDE THE SOLICITATION NUMBER IN THE SUBJECT LINE. PLEASE NOTE THAT THE TOTAL SIZE OF ALL ATTACHMENTS MUST NOT EXCEED 23MB.
Telephone or faxed responses are NOT acceptable and will NOT be considered. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Public Notice is not a RFP, IFB, or RFQ.
