The Uniformed Services University of the Health Sciences (USU), located on the National Naval Medical Campus (NNMC) in Bethesda, MD, intends to negotiate on a sole source basis with Ancare Corporation, located in Bellmore, NY, for five (5) ACS-DS4 dual access animal changing stations (4 Ft) and five (5) ACS-FST foldable side trays. The stations will be used in USU’s Center for Laboratory Animal Medicine (LAM). Ancare Corporation is the only known source that can provide the requested animal changing stations.
This equipment will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures.
Sole source determination is made in accordance with:

(1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
USU currently has ten of the Ancare ACS-DS4 changing stations being utilized by LAM. Having uniform equipment increases efficiency and productivity in the labs. LAM personnel are already trained on how to use the Ancare ACS-DS4. The ten animal changing stations currently housed at USU were procured under orders HU0001-08-MV788 and HU0001-10-MV119.
Ancare is the only known source that can provide the requested equipment.
This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
