The Department of Agriculture, Foreign Agricultural Service (FAS) has a requirement for the design, development, and delivery of a customized training course that focuses on Baking Ingredients. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only RFQ; proposals are being requested and a written RFQ will not be issued. Request for Quote number AG-3151-S-13-0021 is issued as a request for proposal (RFQ). The RFQ document and provisions and clauses are those in effect and applicable through Federal Acquisition Circular 2005-68, effective June 26, 2013.

A. This Request for Quote (RFQ) is open to all Respondents.

B. The associated NAICS code and small business size standard is 611430 (Professional and Management Development Training), Size Standard $7.0 million.

C. The Government anticipates award of a firm-fixed-price contract.

D. The terms and conditions that will apply to this acquisition are set forth in the RFQ.

E. At a minimum the offeror's proposal shall include:

a. Technical Proposal

i. Detailed course outline of program

b. Past Performance

i. Past Performance narratives

c. Price Proposal

i. Price Proposal
1. with the exception of travel and subsistence
the offeror shall include all costs associated with
the requirement;
ii. completed copy of the provision at 52.212-3,
Offeror Representations and Certifications -
Commercial Items, and
iii. active DUNS number.
