Addendum #1 To add Attachment A, B, C, F, G. Opportunity Summary The State of Oregon, acting by and through the Oregon Health Authority, is issuing this Request for Proposal for ArcGIS Analyst services. In the spring of 2016, OHA created a prototype drinking water system boundary map. In order to create that map, water utilities in Oregon that serve more than 1,500 in population were contacted for their drinking water service boundaries. Water utility data (GIS, CAD, PDF, Spreadsheets) were organized into a folder directory structure and all raw data that was received was converted to a GIS shapefile. If CAD or PDF data was used, new shapefiles were created by geo-referencing to county tax lot data provided by Oregon Health Authority. Customer addresses were geocoded to create a new ArcGIS shapefile if spreadsheet data was used. For data automation and management with water utilities, a script file was created. An OHA ArcGIS mapping application was the product of the script file and that application automatically changes projection, links the final boundaries to the State Drinking Water System information, and creates a final processed feature class in specific county geodatabases. This OHA ArcGIS mapping application was recently moved to the OHA Drinking Water Program's (DWP) Enterprise GIS portal. Processes for maintaining the data and updating the data on a regular basis need to be finalized. OHA DWP staff have access to view these data in the portal. Geographical information systems can be used to view data with a spatial lens.
