The Naval Air Systems Command intends to issue a modification to an existing delivery order under the Basic Ordering Agreement N00019-07-G-0008 to the Bell-Boeing Joint Program Office, 401 Tiltrotor Drive, Amarillo, TX 79111 on a sole-source basis.

Bell-Boeing is currently under contract to perform the non-recurring engineering (NRE) for the construction, qualification, test, and integration of obsolescence replacement Midwing Avionics units into the air vehicle. The proposed modification will be for additional NRE and the procurement of optional spares for the V-22 Midwing Avionics units P/N 901-305-900-103, Vibration Structural Life and Engine Diagnostics (VSLED) (3 CV); P/N 901-375-856-103, Fuel Management Unit (FMU) (6 CV); P/N 901-375-856-107, FMU (26 CV, 21 MV); and P/N 901-375-863-109 Drive System Interface Unit (DSIU) (3 CV).

Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell-Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.
