The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 6.302-1 with High Precision Devices (HPD) located in Boulder, CO for the procurement of a Model 103 (Rainer) Adiabatic Demagnetization Refrigerator ( ADR ) Cryostat System with rapid cool down option. No other ADR vendor is capable of providing a means for rapid cool down of the cryostat from room temperature to 4 Kelvin. The usual time for such cool down is greater than 14 hours, whereas HPD has developed technology enabling cool down in less than 5 hours. This enables rapid experimentation and sample exchange, a critical requirement for this application. Additionally, no other vendors are capable of providing no-load hold times at 100 mK or greater than 150 hours. Such long hold times allow for complicated experiments that require long data acquisition periods. HPD does not license others to utilize their propriety designs. As a result, High Precision Devices is uniquely qualified to provide the required ADR system. Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 5 months after receipt of order. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 or less employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received no later than the response date for this notice of intent. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
